Adult possession (up to 1 oz, rising to 2 oz under the new framework) and home cultivation (up to 4 plants per household) have been legal since July 1, 2021 - but there is still NO licensed adult-use retail. The standalone retail bills (HB 642 / SB 542) were vetoed May 19, 2026; the retail framework was instead enacted through the biennial budget, HB 30, signed June 29, 2026. License applications open by Feb. 1, 2027 and adult-use sales begin July 1, 2027, capped at 350 stores. Until then the only legal purchase channel is the medical program.

Every fact below carries a verification date and a source. We do not state law without provenance. Stale facts are flagged. The next review date for each field is in the cartographer's monthly cadence unless an active session or court action requires faster review.
Medical program operates through licensed pharmaceutical processors regulated by the Cannabis Control Authority (oversight transferred from the Board of Pharmacy Jan. 1, 2024). Registered patients may purchase medical cannabis today.
HB 30 also tightened consumable hemp rules: from Aug. 15, 2026 most consumable hemp products are capped at 2 mg total THC per package; hemp retailers have sued the Commonwealth over the change (filed July 31, 2026) - litigation pending. Federal change PENDING: P.L. 119-37 s.781 redefinition takes effect Nov. 12, 2026 and Dec. 11, 2026 - not yet in effect on the verification date.

What kind of place you actually go to in this state, what kind of license they hold, and how patients (where applicable) access the program. Vocabulary matters here — Louisiana has pharmacies, California has retailers, Texas has dispensary organizations.

Population overlay
State-level pressures we expect people across Virginia to be navigating. This calibrates how the platform routes by default. It is never used to categorize you as an individual — the data lives at the state level. The boundary is architectural.
Cities in atlas
What we cover in this state, and what we don't yet. Tier 1 means the city has earned the right to a public, indexed surface — full local intelligence with named cartographer review. Tier 2 means internal navigation. Tier 3 means graph reference for Bud routing.
- City nodes pending - this staged entry covers legal status only
These are present in the routing graph so Bud can answer context-dependent questions across Virginia. They are not public surfaces. They exist to make Tier 1 city answers correct.
